Mark Goldring, CBE, Chair

Mark lives in Oxfordshire and has recently stepped down as Chief Executive of Asylum Welcome, a refugee charity based in Oxford. Before that he was Chief Executive of Oxfam GB and of Mencap. He now works as a freelance consultant and interim executive. He joined the Board in September 2024.

Victoria Dingle BSc (Hons), Vice Chair of the Board, Chair of Personnel and Remuneration Committee

Victoria is an involved resident who is a passionate advocate for tenants’ rights, community services, hidden disabilities and domestic violence. As a Social Housing Quality resident panellist, she has worked with the Government on hidden disabilities and the rights of social housing tenants. She is also a Steering Group Member of the Women’s Housing Forum; a columnist for industry publications; was Editor of the Tenant Times; and has presented at events for TPAS, NHF, CIH and Oxford University. Victoria joined Soha the Board in 2018 and became Vice Chair of the Board in 2022.

Kate Wareing BA (Hons), CIHCM, Executive Board Member

Kate is Soha’s Chief Executive. She has over twenty years’ experience of working for housing, social sector and not for profit organisations, including experience managing and commissioning housing services and as Director of the UK Poverty Programme at Oxfam. She joined the Board in July 2018.

Peter Nkum Jnr BA (Hons), MSc, sits on Personnel and Remuneration Committee

Peter is a supply chain and procurement professional with experience of successfully leading teams in a fast-paced environment. He currently works for the University of Oxford maintaining the support and relationships with shoppers and researchers while ensuring value for money and compliance with University purchasing guidelines. He was appointed to the Board in September 2021.

Emma Luddington RIBA, BA (Hons), sits on Personnel and Remuneration Committee

Emma is a Chartered Architect with over 25 years’ experience in the housing sector. Emma is Director of Living Well at Home, a multi-award-winning start-up that delivers property and housing design advice to the public sector, commercial and community developers and individual households. She has previously served as a Board member of Habinteg Housing Association, Built Environment Expert for the Design Council, Co-Chair of the National Register of Access Consultants and is a regular contributor to the Royal Institute of British Architects CPD and training programme. Emma joined the Board in 2022.

Naomi Barrand BA (Hons), sits on Audit and Risk Committee

Naomi works in the manufacturing industry as an Operations Assistant. She also volunteers and is on the committee for Flexicare, an Oxfordshire children’s charity. She became a Soha resident after purchasing her first home through their Shared Ownership scheme. She became a Member of Soha and was later elected to the Members’ Forum. Naomi joined the Board in September 2021.

David Mody BSc (Hons), MBA, sits on Audit and Risk Committee

David comes from a telecoms and IT background, working for companies such as Vodafone and BT. David has a specialism in risk management and works as Head of Strategic Risk at Surrey County Council. He has an MBA from Henley Management College, has over 15 years of housing sector experience and is currently on the Board at Silva Homes. He joined Soha’s Board in September 2017.

Dave Lakin BA (Hons), Chair of Audit and Risk Committee

Dave is the Director of Development and Commercial at Grand Union Housing Group and lives in Milton Keynes. He has worked in the social housing sector for over 30 years, delivering services to residents, developing new homes and having responsibility for sales programmes. He first joined the Board in February 2020.

Hayley Smith BSc (Hons), CIHM, sits on Personnel and Remuneration Committee and Board member responsible for complaints.

Hayley has fifteen years of maintenance experience, including asbestos management in various housing association roles. She has an honours degree in Construction Management with an emphasis on social housing and completed her dissertation on energy efficiency in existing social housing stock. She joined the Board in September 2018.

Martyn Thorne Ph.D, DIC, ARSM

After qualifying as a geologist, Martyn worked for metal and industrial mining before becoming a Senior Lecturer in Mining Geology at the Camborne School of Mines in Cornwall. Martyn then trained at Regents Park College, Oxford and was Minister of Baptist Churches in Greenwich, Truro, Gravesend, Rushden and Kettering. After living in church housing for many years, Martyn and his wife now live in a Soha shared ownership flat in the same village as one of their daughters and her family. Since becoming a Soha Member, Martyn has volunteered as part of the resident Scrutiny Group and as a Portfolio Holder. He was elected to the Soha Board in 2023.

Peter Sloman BA (Hons), sits on Personnel and Remuneration Committee

Peter has recently retired from full-time work as Chief Executive of Reading Borough Council.  He had a 40-year career in local government, ranging from front line housing services roles to senior management responsibilities.  He qualified as a member of the Institute of Housing whilst working in London and went on to have a career as a local authority chief executive in three councils over 22 years.  Peter joined the Board in 2022.

Claire Davis FCA, BA (Hons) Co-opted Board Member, sits on Audit & Risk Committee

Claire is a Chartered Accountant with over 30 years’ experience in the housing sector in UK and Australia including roles as Director of Finance and Corporate Services. Claire has also run her own leadership development business called Stretch Leaders. A Board member of various not for profit housing and development companies since 1990, her current roles include Board Member, Chair of People Nominations & Remuneration Committee and member of the Risk & Audit Committee at Havebury Housing Partnership, and Board Member of Gilbert & Goode, the wholly owned subsidiary of Ocean Housing Group. She joined the Soha Board in November 2025.
